The explanation Reuters gives for the #NA/IR error is:

Resources were unavailable when the RIC was retrieved. (i. e. the cache is full)

You will need to contact Reuters to get an explanation of what this means but I suspect that it has to do with memory issues or that you have exceeded the number of updates you are allowed to receive.
